The Three Tiers of Government:

Based on recent South African government initiatives, particularly the 2026 State of the Nation Address (SONA) and local government strategies, the slogan The Three Tiers (Spheres of Government) represents an integrated approach to governance. This framework ensures all levels of government act in unison to meet the needs of the South African citizens by ensuring a “3-in-1” impact on service delivery and community empowerment.

The Three Tiers or Spheres of Government are:

National:
Sets policy and high-level strategy (e.g., job creation, national security).
Provincial:
Coordinates and implements regional services.
Local (Municipal):
Delivers direct services such as water, electricity, and sanitation.

The One Goal:
To build a capable, ethical, and developmental state that drives inclusive growth, reduces poverty, and tackles the high cost of living.

Better Services & Stronger Communities:

District Development Model:
Brings all three spheres together to bridge gaps and improve service delivery.
Local Government Focus:
Focuses on reversing municipal dysfunction to improve daily life and encourage business growth.
Partnerships:
Works with the private sector and civil society to deliver services directly to communities.
